The ‘Governance and Accountability through Digitalization’ project was implemented from February 2017 until March 2019 in the rural areas of Arusha, Mtwara, Kigoma and Geita in Tanzania, and in the Nduta refugee camp in Kigoma. The project aimed to improve community-driven governance and accountability through the use of digital technology. This built on the animation approach developed through Oxfam’s former project ‘Chukua Hatua’ where community animators mobilized or ‘animated’ communities around a common advocacy agenda.

This impact evaluation assesses how the integration of digital tools has enhanced the animation approach. It combines a quasi-experimental evaluation design to explore the impact at scale of the project among citizens, and to a lesser extent, among animators as well as four qualitative case studies and the analysis of the data generated on Twitter by animators and other stakeholders involved in the project.
