dc.description | Bolivia’s constitutional reform of 2009 allows the different levels of government (municipalities and departments) to develop their own legislation related to social and economic development. Taking advantage of this change, youth organisations in the municipalities of El Alto and Sucre, and in the department of Tarija, decided to work together to influence local laws that better fit their own views and address their specific issues.
