Changing rainfall patterns in recent years has meant that smallholder farmers in Chad have difficulty planning their cropping calendars and pastoralists have to change their migration patterns. Some pastoralists in Chad are increasingly agro-pastoralists: becoming sedentary and keeping their herds in the south. This creates recurrent conflict over the access and management of natural resources in this area, as well as over migration.
A vulnerability and risk assessment (VRA) was conducted in 2017, to inform Local Development Plans with a ‘resilience’ approach, and to strengthen the governance of local development structures and communities’ social cohesion. This case study summarizes the methodology and results of the VRA.
