With the next rainy season due to start in May 2013, concerted action is needed from UNHCR, the Government of South Sudan, donors and NGOs, including Oxfam, to meet the needs of both refugee and host populations. Oxfam recommends that seven key areas be prioritized: ending the conflict in Sudan; more reliable funding; timely relocation of refugees; better co-ordination to improve service delivery; strengthening the capacity of state institutions; improve protection for women and children; and reduce tension between refugees and host communities.
