dc.descriptionFollowing the 1992 floods in Pakistan, Oxfam Pakistan and the NGO PATTAN held a disaster preparedness workshop. A common theme of their recommendations is attention to women, summarised as follows. NGOs should recruit female staff to work specifically on gender issues, who can then talk to women in an emergency or development context. Distribution of relief aid, including food, is best done through women. The disruption caused by disasters can be used by NGOs to break social and cultural norms that constrain women. In all these recommendations, co-operation by men is crucial, in terms of sharing domestic work, respecting women, and participating in women's social and economic development.
