<p>The Universal Health Care Campaign is a bold, collaborative advocacy effort by civil society organisations and networks, working towards a collective vision of free, quality and accessible universal health care for all Ghanaians. The Campaign aimed to raise awareness of the weaknesses of the existing health insurance scheme as a modality for financing free universal health care, and to propose solutions, including alternative tax-based and innovative health care financing mechanisms to deliver universal health care. This report documents the findings of a qualitative impact evaluation, carried out in January 2013, which used process tracing to assess the effectiveness of the project.</p>
