Missed Again: Making space for partnership in the typhoon Haiyan response

<p><span>This study is the second output of a research project commissioned by five UK-based international humanitarian non-government organisations (INGOs) &ndash; ActionAid, CAFOD, Christian Aid, Oxfam GB and Tearfund. The report builds on findings from the 2013 report and provides evidence to demonstrate the extent to which partnership working took place in response to typhoon Haiyan in the Philippines, and its effectiveness. The report details&nbsp;</span>identified&nbsp;challenges and recommends actions to strengthen national and international humanitarian system partnerships, both in the Philippines, and more broadly during future humanitarian responses.The project is part of an ongoing effort to build the future of humanitarian assistance.</p> <p>The research process involved: in-country research; focus group discussions and key interviews with UN agencies, INGOs, NGOs, government representatives, donor agencies and community members; and a review of relevant documentation.</p> <p>This report follows the original publication &lsquo;<a href="http://policy-practice.oxfam.org.uk/publications/missed-opportunities-the-case-for-strengthening-national-and-local-partnership-302657">Missed opportunities: The case for strengthening national and local partnership-based humanitarian responses</a>&rsquo;.</p>
