Structural adjustment policies (SAPs) have undone recent social and economic progress in Tanzania. Huge foreign debt - paid for by the poorest people - remains. This article explains the steady disempowerment of Zambian women, from reduced access to education and health services and employment, to the takeover of female-controlled food crops by male-dominated cash cropping. The empowerment of women is key to the country's development. One example of this is the 'Tanzania Gender Networking Programme' that aims to redress social inequalities at individual, household, community, national, and international levels.
