Description
The goals of many social development projects involve such things as the promotion of participation, the awakening of consciousness, the encouragement of self-reliant strategies, and the development of indigenous sustainable capacity. But how are such things to be measured? What is the purpose of evaluating this kind of project? Who does the evaluation, and when is the best time to undertake it? Are evaluations of such projects essentially different from those of more conventional infrastructural projects? Is it possible to clarify objectives in more detail?
