MOPAWI is an NGO in La Mosquitia, Honduras, working with indigenous communities in the region to create ecological sustainability and to strengthen technical knowledge and resource management. This paper presents the findings of research into how MOPAWI has `created linkages among the grassroots, the state, and ultimately the international level of politics in practice.' The strategic role of NGOs, and their ability to work across these levels, is discussed.<p>This article is hosted by our co-publisher Taylor & Francis.</p>
