Description
Oxfam has worked in Uganda for over 20 years. When, in 1999, the Karamoja Programme Manager was shot at within a few metres of the project offices, Oxfam realised that no serious and sustained development work could take place in the absence of peace and security. Because conflict and insecurity are a constant reality in Karamoja, any development actor there must design strategies for working there while insecurity continues and, in the long term, design programmes and projects that help to manage the conflict and build peace.
