Development planners are now very good at considering gender issues, in contrast to disaster preparedness planners. National governments prioritise a quick emergency response over gender analysis. Myers suggests how to redress this based around nine steps from a UN manual. It is vital to include women at all stages, from planning; using resources, warning systems and response mechanisms, public education and training, to rehearsals. This will help to ensure equitable disaster response, and can also lay the framework of gender awareness in long term development.
