Description
<p>In spite of rapid economic growth over the last decade, India’s urban areas show high levels of inequality, with many social groups being left behind in most of the areas covered by the current Millennium Development Goals framework. There is a need for the post-2015 agenda to address inequality and aim for transformative outcomes.</p>
<p>This paper commissioned by Oxfam India looks at urban inequalities in India in the context of the targets 10 and 11 of the Environmental Sustainability Goal (7) of the MDGs. It reflects on the processes through which these targets can be met in a post-2015 framework. The paper shows how urban policies and programmes have not adequately addressed the question of shelter security and suggests that this should be the basis for a transformative and equitable post-MDG agenda in urban India. The paper argues that the post-MDG framework for India should be built on the ‘Right to the City’ agenda.</p>
