<p>The Women's Economic Empowerment and Care (WE-Care) programme aims to confront unpaid care work as a gender equality issue by recognizing, reducing and redistributing care work, and ensuring those who perform unpaid care are represented in policy decisions about it (the '4Rs' framework). This mid-term evaluation of WE-Care programme activities in the Philippines used several data collection methods, including a household survey, focus group discussions, key informant interviews and a document review to assess whether WE-Care in the Philippines is on track in achieving its aims based on the 4Rs framework.</p>
<p>Overall, the evaluation finds that there is evidence unpaid care work is being reduced and redistributed. However, more sustained effort may be needed to shift social norms regarding who performs care work before awareness can be translated into positive behaviour. Nonetheless, efforts on recognition and representation are gaining more traction among people in the community. </p>
