Description
The author gives an account of a partnership between a UK-based NGO and the Zambian government, designed to encourage `smallholder farmers to form `cattle clubs' [to] operate and manage community cattle-spraying points on a full cost-recovery basis'. The project's success has been tempered by changes in the external environment and the perceptions of the farmers, and the inability of the government to continue to allocate enough resources to it.
